1) Wien XXI This is the 21st district of Vienna, Austria (German: 21. Bezirk, Floridsdorf). Floridsdorf is located in the northern part of Vienna.
2a) Reinl & Adleff I think (only a conjecture) they are (well... they were) the photographers or... 2a) I have another conjecture but poor proofs that "Reinl & Adleff" is the surname of the gils. Some American families have (or had) these surnames.
3) Why mistery photo? I feel because the photo is related with Rachael (pardon me Sha'el, but I prefer the name Rachael), and Rachael is mysterious, enigmatic. She says something, but doesn't say all, we have a glimpse of her, but we don't see her.
Reini and Adleff is the name of the photography studio. It's a mystery photo because I don't know who they are though I have some guesses as to whom they may be.

I always thank the long departed relatives who pencilled in the names on the back of old photographs. I always find orphaned photographs rather sad.
